Taking the Australian VCE Overseas

While at Haileybury College Melbourne, Dr Dwyer led the development of the Victorian Certificate of Education (VCE) as an Australia’s premier international high school credential.

With the support of the Victorian Curriculum and Assessment Authority, he developed a rigorous model for the delivery of the VCE in schools overseas built on with a strong training and quality assurance base. Working with Luo Xiang, he marketed the program through China, establishing and managing over ten successful partnerships for Haileybury in China, the Philippines and East Timor over that time.

As Principal of Ivanhoe Grammar School, Rod Fraser worked with Luo Xiang to expand the VCE into a number of successful partnerships and ultimately, the establishment of a partner school in Shanghai where a 2 + 1 model has been adopted.
